Chapter 6 Developing the infrastructure of the Great Collaboration society
(1) The key points of infrastructure development
Now I would like to specifically discuss how the national government should develop Japan’s infrastructure in the next ten years.
First, the national government should thoroughly “clean up” Japan’s homeland and implement “safety measures [against natural disasters].” I have named this program “Ten-year Plan for Restoring the Japanese Archipelago.”
Second, it should revitalize the local communities through a nationwide program aimed at establishing a tourism-oriented country. This program is dubbed “New ‘Discover Japan’ ― Ten-year Plan for Establishing a Tourism-oriented Country.”
Third, it should spread multipurpose agriculture among the entire Japanese population. This program is titled “Start with Soil ― Ten-year Plan for Rebuilding the Economies of Individuals.”
Fourth, it should establish an investment bank to raise funds from a wide population base and to invest those funds in developing all the infrastructure and nurturing the private industry, in order to hand down valuable assets to posterity.
