社説： Abe and the world
US, China and Russia should engage with Japan’s PM
(安倍と世界 米中ロは、日本の首相と関わり合うべき)

The most intriguing foreign policy opportunity, however, is with Russia. Now perhaps is the best chance in a generation for settling a territorial dispute that has stopped the two nations from concluding a peace treaty to close the second world war. The strategic imperatives on both sides are strong. Russia has made clear it wants to open its eastern flank and become a more integral part of Asia. Nervousness about China’s potential influence in sparsely populated Siberia and Japan ’s importance as a gas market makes an alliance with Tokyo natural.
しかし、最も魅力的な外交政策の機会は、ロシアとの間のものだ。第二次世界大戦を終結させる平和条約を両国が締結するのを妨げてきた、領土問題を解決する一世代に一度の絶好の機会が、今かもしれない。日ロ双方の戦略的要請は強い。ロシアは、自国の東方面を開放し、よりアジアと統合したいという意向を明らかにしている。人口過疎のシベリアにける中国の潜在的な影響力に対する緊張感や、ガス市場としての日本の重要性を考慮すれば、日本政府との提携はもっともなことである。
Japan, for its part, wants to bind Russia more closely into Asia as a counterweight to China. The fact that there are now strong leaders with impeccable nationalist credentials in both capitals presents a golden opportunity. If anyone is able to make territorial concessions and face down internal rightwing opposition it is them. Both have much to gain from breaking the diplomatic deadlock.
日本としては、中国に対する拮抗勢力として、ロシアのアジアに対する結び付きをもっと緊密化したい。いま両国政府に、申し分のない国家主義的経歴の持ち主である、強力なリーダーが存在することは、またとない機会を提供している。領土に対する譲歩を行い、国内右翼の反対を屈服させることができる者がいるとすれば、両者 [訳注： 安倍とプーチン] をおいて他にない。両者ともに、外交上の行き詰まりを打破することで得るものは多い。
